Does eye cream do anything a moisturizer does not?
Mostly it is a texture and a fragrance decision. The skin around the eye is thinner and reacts to essential oils and strong actives sooner than the cheek does, so eye formulas are usually lighter, less fragranced and gentler in concentration. Hydrogel patches are sold for morning puffiness and for a few minutes of hydration before makeup rather than as a treatment.
What is on Korean shelves that is not on US ones?
Formats, chiefly. Multi use eye and smile line creams, hydrogel patch tins and applicator tip tubes are ordinary in Korea and scarce in US retail, and the Korean unit is often smaller and priced to be finished. Volumes, counts and barcodes are listed per unit here so you can see what you are actually buying.
