Is the lotion the same thing as a moisturiser?

It is a light one. In a Korean routine the emulsion or lotion slot sits between serum and cream, and on oily or combination skin it is often all the moisturising a face needs. On dry skin it works better as a bridge with a cream over the top than as the whole step.

Can I skip my cream if I use this?

On oily or combination skin, often yes, especially in warm weather. On dry skin a light emulsion on its own tends to have evaporated by the middle of the night, so a cream over it does the holding. Try it both ways for a week each and judge how the skin feels at the mirror in the morning.

Where exactly does the 170ml go in the order?

Water/Aqua/Eau solvent: Water is the base almost every serum, toner and cream is built on. It dissolves the water-loving ingredients and sets how light the finished texture feels. On an INCI list it is usually first, which only means it is the largest single ingredient by weight.

Cyclopentasiloxane silicone: Cyclopentasiloxane is a volatile silicone: it spreads a formula thin and smooth then evaporates, leaving no residue. It is the silicone behind a dry, powdery primer finish.
Cocos Nucifera (Coconut) Oil emollient: Coconut Oil is high in lauric acid, which makes it a rich emollient and partial occlusive. It is well known to be poorly suited to blemish-prone skin.
Niacinamide active: Niacinamide is vitamin B3, and it is the most studied active in Korean formulation. It is used at roughly 2 to 5 percent for the look of uneven tone and visible pores, and it is water soluble, stable and comfortable beside almost every other active, which is why it turns up in so many lists.
Cyclohexasiloxane silicone: Cyclohexasiloxane is a volatile silicone used for a light, fast-spreading feel that leaves nothing behind.
Cetearyl Alcohol fatty alcohol: Cetearyl Alcohol is a waxy solid, not the drying kind of alcohol. It is a blend of cetyl and stearyl alcohols used to thicken a cream and keep oil and water from separating, and it softens skin as it does so.
Glyceryl Stearate emulsifier: Glyceryl Stearate is glycerin joined to stearic acid, and one of the most used emulsifiers in skincare. It holds oil and water together and thickens the result, and it softens skin at the same time.
PEG-100 Stearate emulsifier: PEG-100 Stearate is a water-loving emulsifier almost always paired with glyceryl stearate. Together they form the standard cream base of the last fifty years.
Propanediol humectant: Propanediol is a plant-derived glycol used in place of propylene glycol. It hydrates, carries actives into solution, and gives a lighter, less sticky slip than glycerin at the same strength.

Kaolin absorbent: Kaolin is white clay, the mildest of the cosmetic clays. It absorbs oil and lifts loose debris from the surface without stripping, which is why it is the clay used on drier skin.
Hyaluronic Acid humectant: Hyaluronic Acid is a sugar chain the body already makes, and one gram of it can hold several litres of water. In a formula it is a humectant that pulls water to the surface of skin and holds it in a film, which is what makes skin look plumper while it is there.
Betaine humectant: Betaine is a sugar-beet-derived humectant that cells use to hold water. In a formula it hydrates and takes the edge off cleansers and acids, which is why it often appears alongside them.
