What does the toner actually do?

It leaves the face evenly damp after cleansing, which is a better base for the next layer than dry skin. That is the whole job, and it is a real one: everything applied to damp skin spreads further and drags less. It is not a cleansing step and it is not a substitute for a moisturiser.

Should I use cotton pads or my hands?

Hands, in almost every case. Wiping drags at the skin. Cotton makes sense only when a toner is meant to lift residue, and that is a different kind of product.

Does the 150ml go before or after serum?

How it works

The toner slot is about preparation: a damp evenly wetted surface takes the next layer better than a dry one does. The liquid is thin, spreads in one pass and disappears in seconds rather than sitting on the surface.
